FISD Bond Planning

Fredericksburg ISD is committed to planning thoughtfully, transparently, and responsibly for the future of our students, staff, and community. Our facilities planning work is grounded in one core belief: the best decisions are shaped through listening, learning, and collaboration.

This plan process brings together educators, families, students, community members, and professional experts to study needs, consider possibilities, and share perspectives before any decisions are made. It is not a fast process — and it is not a closed one. It is designed to be careful, inclusive of voices, and focused on what will best serve students over the long term.

Roadmap for Community Planning

 

Bond initiatives are not created overnight. They are built over time through ongoing facility evaluations, maintenance tracking, and conversations with staff, students, and community members.

At Fredericksburg ISD, this process is rooted in being responsible stewards of district resources while planning for the long-term success of our students. Every step reflects careful review, open discussion, and community involvement.

Fall 2023: CTE staff, administrators, and the Board met with the current architect at the time, Huckabee, at Fredericksburg High School. These discussions revealed that initial estimates for both renovation and new construction would be significantly higher than originally projected if we wanted to meet all the needs of the department. 

Discussions began on the best way to renovate without putting another temporary fix on the campus. 

Summer 2024: High School Master Planning began within the district, focused on building conditions, long-term needs, and instructional priorities. 

August 2024: The district issued a Request for Proposals to secure architectural support for a comprehensive high school master plan.

Spring 2025: The district began working with VLK Architects to evaluate the campus and identify the most effective next steps.

June 2025: The Master Plan Committee with community members, staff, and students came together to review potential plans and explore what a renovated campus could look like.

July 2025: Initial phased improvement plans for Fredericksburg High School were presented to the Board of Trustees and discussed in open session.

September 2025: Through continued evaluation, the Master Plan Committee determined that the scope of need was greater than anticipated and that phased renovations would take longer to complete. The committee shifted focus to evaluating the option of a new high school.

October 2025: The concept of constructing a new high school was presented and discussed with the Board of Trustees in open session.

November – December 2025: A Bond Steering Committee—comprised of district representatives, parents, and community members—met to review and prioritize districtwide needs.

January 2026: The Steering Committee presented its recommendations to the Board of Trustees during an open session meeting.

February 2026: The Board of Trustees reviewed the recommendation and voted in open session to call for a May bond election.

 

How the Process was Structured

Our planning work has taken place in phases, each with a specific purpose.

1. Fredericksburg High School Master Planning Committee

Focused specifically on Fredericksburg High School, this committee studied building conditions, instructional needs, and long-term campus options. Members explored priorities for learning environments, safety, programs, and space needs, and provided feedback on remodeling versus new construction.

2. Bond Steering Committee

Because any future bond would impact the entire district and community, the Bond Steering Committee was formed to broaden input. This group reviewed districtwide needs, asked questions about financial and timing considerations, and discussed priorities across campuses and programs.

3. Board of Trustees Review

The Board of Trustees received input from both committees and determined next steps. This included deciding whether to call a bond election and how to continue engaging staff, families, and the community as planning moves forward.

At the January 21, 2026, Regular Board Meeting, the Board of Trustees Voted to Call for a Bond Election on May 2, 2026.


4. Department & Staff Conversations

The next phase will focus on direct conversations with teachers, departments, and campus staff to understand what matters most in daily practice — what supports learning, safety, and strong instruction. These insights will help shape priorities so future planning reflects both community values and classroom realities.
