Dr. Bowers most recently served as Superintendent of Kenedy ISD, where he has led continued progress in academics, financial management, school safety, and facilities. His experience includes leading a successful bond election, strengthening college, career, and military readiness outcomes, and expanding opportunities for students through dual credit and career and technical education programs.

Throughout the selection process, the Fredericksburg ISD Board of Trustees placed a strong emphasis on leadership that reflects the district’s values and long-term direction. Dr. Bowers’ background and experience align with the direction of the district, particularly in areas of student opportunity, staff support, and responsible planning for the future. The Board also expressed excitement about welcoming Dr. Bowers, his wife Rachel, and their future Billies.

Dr. Bowers brings over 19 years of experience in public education, including roles as a superintendent, principal, and classroom teacher. He holds a Doctorate in Educational Leadership from Lamar University and has a track record of leading district improvement efforts while maintaining a focus on student success.

As Superintendent of Schools, Dr. Rodriguez oversees the daily operations and the long-range strategic planning of the school district, working directly with school leaders, district staff, and the Board of Trustees in order to ensure: the advancement of the district vision and strategic framework; fiscal responsibility, including preparation and adoption of the annual budget; development and implementation of policy; district management of day-to-day operations and decisions; quality stakeholder communication and public relations; and the development of student-focused performance goals.

Minshew is a distinguished business administrator with over fourteen years of experience in finance. She holds a Bachelor of Business Administration in Accounting and a Master of Science in Finance, both from Texas A&M. In addition to her degrees, Minshew is a Certified Public Accountant (CPA) and a Registered Texas School Business Administrator.  

Jill Minshew began working for Fredericksburg ISD in 2020 as the Assistant Superintendent for Business and Finance. Minshew is responsible for the daily operations of human resources, payroll, budgets, funding, records management, school nutrition, and debt services. 

Minshew is a distinguished business administrator with over fourteen years of experience in finance. She holds a Bachelor of Business Administration in Accounting and a Master of Science in Finance, both from Texas A&M. In addition to her degrees, Minshew is a Certified Public Accountant (CPA) and a Registered Texas School Business Administrator.  

Since she began her career at FISD, Minshew has established herself as a powerhouse and an innovative leader and advisor. By understanding the community's needs and the partnerships we must maintain, Minshew greatly benefits Fredericksburg Independent School District. By consistently finding success through effective communication and her unique ability to navigate the details, the District has reduced budgets to increase staff pay and offer incentives to hire and retain staff. 

As a Billie graduate, wife, and mother of two daughters who attend FISD, Minshew is happy to continue to lead FISD to new financial heights for the students, staff, and community. Minshew has earned the trust and admiration of the FISD team and peers alike.

Shane holds a Bachelor of Science - Biomedical Science from Texas A&M University. Additionally Shane hold a Master's of Science - Mid - Management from Texas A&M - Commerce. He is Currently pursuing a Doctorate of Education - Educational Leadership from East Texas A&M University. 

With nearly three decades of experience in public education and a proven track record of leadership, Shane joins Fredericksburg ISD as Assistant Superintendent of Student Services. Throughout his career, he has served as a teacher, coach, athletic director, assistant principal, and where the campus maintained a TEA "A" rating for six consecutive years, achieved a 99% graduation rate, and earned recognition as a multiple time Lone Star Cup Top 10 finalist.

Family is at the heart of everything he does. He and his wife, Emily, a school counselor, have been married for 27 years and are proud parents of two daughters pursuing careers in nursing and counseling. Together, they enjoy spending time outdoors, fishing, hunting, water sports, and cheering on their favorite teams alongside their English Springer Spaniel, Duke.

His leadership philosophy focuses on supporting the whole child through a commitment to safety, academic excellence, extracurricular involvement, and innovative learning opportunities that prepare students for success beyond graduation.

As director of Athletics, Dietrich is responsible for day-to-day athletic activities. 

Dietrich has a Bachelor of Science in Kinesiology from Texas A&M and a Master of Education in School Administration. 

Wendy Dietrich currently serves as the Director of Athletics and has 27 years of experience as a teacher, coach, and administrator. She began her educational career as a teacher and coach at Groveton ISD and has served in various leadership capacities throughout her career.

The first half of Dietrich's career was spent teaching and coaching various subjects and sports. The second half of her career has been spent in administration. In 2007 she joined the FISD team as the Principal of Stonewall Elementary School (SES). Dietrich has witnessed the growth of our young learners and partnered with our staff to help our students succeed in and out of our classrooms. While weathering many challenges associated with the pandemic, she watched while the community persevered, continuing to rally around our students. Dietrich has been grateful for the opportunity to be a part of this school community. She continues to ensure the continued success of our students and staff while serving the District and leading our FISD athletic programs.

Dietrich's husband, Derrick, was born and raised in Fredericksburg, and their family returned "home" in 2007.
