Destruction of Special Education Records
Public Notice:
Special Education records which have been collected by the Hill Country Special Education Co-Op related to the identification, educational placement, or the provision of Special Education services in the district must be maintained under state and federal law for a period of seven years after the cessation of Special Education services. Special Education services cease when the student no longer is eligible for services, graduates, no longer meets age eligibility requirements, or moves from the district.
This notification is to inform parents/guardians and former students of HCSEC’s intent to destroy the Special Education records of students who were no longer receiving Special Education services in the district as of the end of the 2015-2016 school year. These records will be destroyed in accordance with state law in July.
After seven years, the records are no longer useful to the districts but may be useful to the parent/guardian or former student in applying for Social Security benefits, rehabilitation services, college entrance, etc. Records may be requested at the following address on or before July 15th.

District of Innovation
House Bill 1842, passed in the 84th Texas Legislative Session, provides an unprecedented opportunity for Texas public school districts to challenge the status quo. As a District of Innovation, Fredericksburg ISD will be able to implement our Strategic Plan with the increased flexibility and freedom necessary to engage students in relevant, compelling learning experiences in order to prepare them for life in a diverse, global society. Leveraging the freedom and flexibility afforded as a District of Innovation will assure we are empowered to do so. Under HB 1842, districts may identify certain requirements imposed by the Texas Education Code (TEC) “that inhibit the goals of the plan and from which the district should be exempted on adoption of the plan. . .” Because Fredericksburg ISD’s HB 3 Goals set forth specific goals under the initiative to improve college and career options and because Fredericksburg ISD seeks to maximize local control of educational decisions for students, Fredericksburg ISD seeks exemption from the plan's outlined permissible provisions of the TEC as allowed in the statute.

Fredericksburg ISD is preparing to apply for federal funds under the Elementary and Secondary Education Act. Therefore, we are required under Section 1117 and Section 8501 to have a timely and meaningful consultation with private non-profit (PNP) school officials. Such consultation must occur before any decision being made that affects the opportunities for eligible private school students or teachers to participate in programs. A private non-profit is eligible to participate only if it can provide documentation of 501(c)(3) nonprofit status and the students meet program eligibility.
Fredericksburg ISD is scheduled to meet virtually at 9 a.m., on Friday, May 2, 2025. Please confirm your participation by sending an email response to mariahu@fisd.orh.
During this meeting Fredericksburg ISD will discuss available federal programs and services for eligible private school students , parents/families and teachers to include: Title I Part A – Improving the Academic Achievement of the Disadvantaged; Title I, Part C-Migrant Education; Title II, Part A-Teacher and Principal training and Recruitment; Title III – English Language Acquisition, Language Enhancement & Academic Achievement; Title IV – Student Support & Academic Enrichment; Individuals with Disabilities Education Act-Part B (IDEA -B); and IDEA -B Preschool Program.

Public Notice to Apply for Federal Funds
Texas Education Agency (TEA) General Provisions and Assurances, Section GG, General Education Provisions Act (GEPA), as Amended, Applicable to All Federal Programs Funded or Administered through or by the US Department of Education, states the general application submitted by a local educational Agency (LEA) shall set forth these assurances:
The LEA "will provide reasonable opportunities for the participation by teachers, parents, and other interested agencies, organizations, and individuals in the planning for and operation of each program" and "that any application, evaluation, periodic program plan or report relating to each program will be made readily available to parents and other members of the general public" per 20 USC 1232(e).
Fredericksburg ISD, hereby gives notice to the public that it intends to file the following application for federal grant funds with the Texas Education Agency, i.e., the state educational agency.
Any member of the community wishing to provide a comment regarding the district's application for such grant is invited to submit those comments to the district directly to mariahu@fisd.org.

ESSER Grants Awarded to FISD
Esser I
The Elementary and Secondary School Emergency Relief (ESSER) I grant program is authorized in Title VIII, Division B, of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, which was signed into law in March 2020. ESSER I Federal grant funds were allocated to Fredericksburg ISD, on March 13, 2020, in the amount of $465,852. The intent and purpose of the CARES Act education funding is to prevent, prepare for, and respond to the coronavirus. In a TEA training on August 10, 2020 (minute 15:40), it was made clear that districts could expect that ESSER I funds would be needed to offset anticipated reductions in local funds (foundation school program). Because of this, the district, like most across Texas, did not have supplemental funding; instead, the ESSER I funds were used to carry out regular operating costs.
Esser II
The ESSER II grant program was authorized in the Coronavirus Response and Relief Supplemental Appropriations (CRRSA), signed into law in December 2020. FISD was allocated $1,924,636. Although Federal, once again, the funding source does not follow the supplement not supplant rule. In an FAQ, released by TEA (page 42, question 4) regarding attendance and enrollment, it was explained that, “TEA will reduce total Refined ADA in an amount necessary to ensure each LEA receives total state and ESSER II funding equal to the amount that would have been available through the FSP while receiving the benefit of the hold harmless provided by the State.” In short, this means that districts should anticipate ESSER II funds to offset another year of reduced local funding.
Esser III
The American Rescue Plan Act, passed on March 11, 2021, provided $122.7 billion in supplemental ESSER (Elementary and Secondary School Emergency Relief) funding, known as the ESSER III Fund. The intent and purpose of the funding is to help safely reopen and sustain safe operation of schools and address the impact of the coronavirus pandemic on students. Fredericksburg ISD was allocated a total of $4,322,460 in ESSER III funds. Districts receive the funding in two allocations: an initial two-thirds allocation, and a remaining one-third allocation. As required of the grant, school districts must expend a minimum of 20% of the grant fund on evidence-based interventions; and, ensure interventions respond to students’ academic, social and emotional needs and address the disproportionate impact of coronavirus on certain students’ populations.
Per grant guidelines, prior to the submission of a use of funds plan to TEA, Fredericksburg ISD held a public meeting on June 14 to present information on the ESSER II & III Funds and collect feedback from stakeholders on how to use these funds to support students heading into the 2021-22 school year. RFP/RFQ OPPORTUNITY
As a support organization of the District, the Purchasing Department is charged with the procedural processes for the acquisition of goods and services required by the District that are the most cost effective and efficient. The Purchasing Department staff will function in a manner consistent with applicable laws, School Board policies, the Uniform Commercial Code, Texas Government Code, and other sound business practices, while establishing a competitive opportunity for all qualified vendors.
The Board of Trustees reserves the right to reject any and all bids/proposals and to waive any irregularities, technicalities, or informalities in any bids or the bid process.
